Stay within your limits: Qaim writes to Rangers

KARACHI: In a letter to Rangers Director General Major General Bilal Akbar on Wednesday, Sindh Chief Minister Syed Qaim Ali Shah said that Pakistan Rangers was acting beyond its authority and mandate as assigned to it under law.



The letter, whose copy was also dispatched to Federal Interior Minister, refers to the offices of Karachi Building Control Authority and Lines Area Development Project were raided on June 15 and said Rangers ‘harassed and waylaid and also mishandled’ the officials during the raid. According to letter, “The deployment of Pakistan Rangers Sindh in Karachi is requisitioned under Article 147 of the Constitution of Islamic Republic of Pakistan, 1973 and under clause 1 of subsection 3 of section4 of Anti- terrorism Act 1997, authorised to prevent the commission of terrorist acts, or scheduled offences in notified area for the punishment of terrorist in accordance with the provision of the Anti- Terrorism Act 1997.”

It added that, “it has been reported that offices of Karachi Building Control Authority and Lines Area Development Project were raided on 15.6.2015 and the officers and officials were harassed and waylaid and also mishandled. This reflects that Pakistan Rangers is acting beyond their authorities and mandate as per law assigned specifically in notification of 10.9.2009 issued by the Sindh Home Department.” CM in the letter, “advised to cease such unacceptable role beyond notified mandate requiring you to limit the movement in accordance.”

In the letter addressed to DG Rangers the Sindh CM House alleged that officials of the Karachi Building Control Authority and Lines Area Development Project were harassed and manhandled when Rangers reportedly raided their offices on Monday, June 15. Citing the above-mentioned incident, the handout claimed that “Pakistan Rangers is acting beyond their authorities and mandate given to them by the Sindh Home department”. “It is therefore advised to cease such unacceptable roles beyond the notified mandate, requiring you to limit your movement in accordance,” the letter reads.

The deployment of Pakistan Rangers Sindh in Karachi is requisitioned under Article 147 of the Constitution and under clause 1 of subsection 3 of section 4 of Anti-Terrorism Act 1997, authorising Rangers to prevent the commission of terrorist acts and scheduled offences in notified areas. Rangers personnel in balaclavas on Monday had paid a ‘visit’ to the head office of the Sindh Building Control Authority, held a meeting with its chief and collected ‘relevant details’ about unlawful allotment of land and illegal construction on encroached areas in Karachi during the past decade.
